ICT Policy & Strategy:
Expert on Information and Communication Technology (ICT) policy and strategy, particularly in areas relevant to developing nations. Have conducted e-readiness assessments of 18 developing nations all around the world. The studies include in-depth reviews of the ICT sector including market structure; universal service and access; telecommunications infrastructure; use of ICT in health, business, government and education.

Market Analysis:
Extensive experience analyzing telecommunication progress in developing countries outlined in dozens of reports, articles and presentations. Launched the World Telecommunication Development Report in 1994, a leading industry reference. Have authored dozens of reports and articles on themes including trade in telecommunications, mobile, ICT access indicators, information infrastructures and universal service and access.

Responsible for leading database on ICT statistics. Extensive experience on the identification and use of indicators for monitoring ICT development in nations.
