Strategy:
Expert on Information and Communication Technology (ICT) policy and strategy,
particularly in areas relevant to developing nations. Have conducted
e-readiness assessments of 18 developing nations all around the world. The
studies include in-depth reviews of the ICT sector including market structure;
universal service and access; telecommunications infrastructure; use of ICT in
health, business, government and education.
Market Analysis:
Extensive experience analyzing telecommunication progress in developing
countries outlined in dozens of reports, articles and presentations. Launched
the World Telecommunication Development Report in 1994, a leading industry
reference. Have authored dozens of reports and articles on themes including
trade in telecommunications, mobile, ICT access indicators, information
infrastructures and universal service and access.
ICT Indicators:
Responsible for leading database on ICT statistics. Extensive experience on the
identification and use of indicators for monitoring ICT development in nations.
Creator of the Digital Access Index, a leading tool for measuring access to ICT
among countries. Development of indicators looking at relationship between ICT
and gender, economic development, knowledge and the Millennium Development
Goals.
